Test D: Scan Tool Does Not Power Up

The data link connector (DLC) is a standardized 16 cavity connector. Connector design and location is dictated by an industry wide standard, and is required to provide scan tool power battery positive voltage at terminal No. 16, scan tool power ground at terminal No. 4 and common signal ground at terminal No. 5.

1. Test Orange wire between Data Link Connector (DLC) terminal No. 16 and TRK REL fuse No. 20 (15-amp) located in rear fuse block for an open or short to ground. See Figure . If open or short to ground is not found, go to next step. If open or short to ground is found, repair as necessary. After repair, appropriate diagnostic system check. 2. Test Black wire between DLC terminal No. 4 and ground point for an open. Ground point is located behind right side of glove box. If an open is not found, go to next step. If an open is found, repair as necessary. After repair, appropriate diagnostic system check. See BODY CONTROL SYSTEM DIAGNOSTIC SYSTEM CHECK  under SELF-DIAGNOSTIC SYSTEM.
3. Check for poor connections at DLC terminals No. 4 and 16. If poor connections are not found, go to next step. If for poor connections are found, repair as necessary. After repair, appropriate diagnostic system check. See BODY CONTROL SYSTEM DIAGNOSTIC SYSTEM CHECK  under SELF-DIAGNOSTIC SYSTEM.
4. Scan tool may be defective. Refer to scan tool operator's manual. Replace scan tool. After repair, appropriate diagnostic system check. See BODY CONTROL SYSTEM DIAGNOSTIC SYSTEM CHECK  under SELF-DIAGNOSTIC SYSTEM.
