CONDITION

Engine control modules on certain 2006 model year Chevrolet Cobalt, HHR; Pontiac Pursuit; and Saturn ION vehicles, equipped with a 2.2L engine (RPO L61), may randomly fail to respond to single information requests made by an On-Board Diagnostic (OBD) emission test device, generic scan tool, or other aftermarket devices that plug into the vehicle's Data Link Connector (DLC). GM Tech 2® scan tools are not affected by this condition.

It is possible that the lack of a single ECM response to an emission test tool could result in missing or inaccurate OBD emission test data (for example no or partial electronic VIN display) resulting in a customer's vehicle failing or being rejected from a state/province mandated OBD emission test (Inspection and Maintenance (I/M) Test or Smog Check).

SPECIAL COVERAGE ADJUSTMENT

This special coverage covers ECM reprogramming for the condition described above for a period of 15 years or 150,000 miles (240,000 km), whichever occurs first, from the date the vehicle was originally placed in service, regardless of ownership. ECM reprogramming will be performed at no charge to the customer.

This special coverage does not apply to vehicles that have previously been reprogrammed with the updated software (November 15, 2006, or later) or for repairs that are not related to this condition. Repairs to address issues such as malfunction indicator light (MIL) illumination, stored diagnostic trouble codes, unset readiness monitors, component/circuit repair or replacement, etc., do not apply to this special coverage.

For vehicles covered by Vehicle Service Contracts, all eligible claims with repair orders on or after September 8, 2009, are covered by this special coverage and must be submitted using the labor operation codes provided with this bulletin. Claims with repair orders prior to September 8, 2009, must be submitted to the Service Contract provider.

Involved are certain  2006 model year Chevrolet Cobalt, HHR; Pontiac Pursuit; and Saturn ION vehicles, equipped with a 2.2L (RPO L61) 4-cylinder engine and built within the following VIN breakpoints:

General Motors will notify customers of this special coverage on their vehicles (see copy of typical customer letter included with this bulletin - actual divisional letter may vary slightly).

SERVICE PROCEDURE

Determine if the ECM has been programmed on or after 11/15/06 using GMVIS.

TIS2WEB PROGRAMMING INSTRUCTIONS FOR ENGINE CONTROL MODULE (ECM)

Do not attempt to order the calibration number from GMSPO. The calibration numbers required for this service procedure are programmed into control modules via a Multiple Diagnostic Interface (MDI) or Tech 2® scan tool and TIS2WEB with the calibration update. Use TIS2WEB on or after November 15, 2006  , to obtain the calibration. If you cannot access the calibration, call the Techline Customer Support Center and it will be provided.

Service Programming System (SPS)

For step-by-step programming instructions, please refer to SI and the Techline Information System (TIS) terminal.

  1. Verify that there is a battery charge of 12 to 16 volts. The battery must be able to maintain a charge during programming. Only use an approved Midtronic 165-PSC charger to maintain proper battery voltage during programming.
  2. Reprogram the engine control module (ECM). Refer to SI and Service Programming System (SPS) documentation for programming instructions, if required.
    1. Connect the MDI or Tech 2® to the vehicle
      IMPORTANT: Select J2534 MDI or J2534 Tech 2® and Reprogram ECU from the Select Diagnostic Tool and Programming Process screen. The J2534 MDI will reprogram the module in less time than the Tech 2® scan tool. DO NOT choose "Tech 2 Legacy Pass-Thru".
    2. Select ECM Engine Control Module from the Supported Controllers screen.
    3. Follow the on-screen instructions.
  3. Using the MDI or Tech 2®, clear all DTCs if required.

Dear General Motors Customer:

As the owner of a 2006 model year Chevrolet Cobalt, HHR; Pontiac Pursuit; or Saturn ION vehicle, equipped with a 2.2L 4-cylinder engine, your satisfaction with our product is very important to us.

This letter is to make you aware that some 2006 model year Chevrolet Cobalt, HHR; Pontiac Pursuit; and Saturn ION vehicles, equipped with a 2.2L 4-cylinder engine, may have a condition where, in some instances, the vehicle's engine computer could improperly communicate with certain types of electronic test equipment used to service and test your vehicle. If you live in an area that has a vehicle emission inspection requirement (sometimes referred to as "smog check"), it is possible that your vehicle's test results could be affected by this condition.

Important: Do not take your vehicle to your GM dealer/retailer as a result of this letter unless you are currently unable to pass a vehicle emission test inspection as a result of your engine's computer improperly communicating to the emission test equipment. 

What We Have Done:  General Motors is providing owners with additional warranty protection for the reprogramming of the engine computer. If your vehicle does not pass a state/provincial emission inspection because of missing or incomplete data from the engine's computer, and this occurs within 15 years of the date your vehicle was originally placed in service or 150,000 miles (240,000 km), whichever occurs first, the engine computer will be reprogrammed for you at no charge  .

Diagnosis or repair for conditions other than the condition described above is not covered under this special coverage program.

What You Should Do:  If you do not live an area that has a vehicle emission inspection requirement, simply place this letter with your other important glove box literature for future reference.

If you live in an area that has a vehicle emission inspection requirement and your 2006 model year Chevrolet Cobalt, HHR; Pontiac Pursuit; or Saturn ION does not pass a state/provincial emission inspection because of missing or incomplete information from your engine's computer, you may want to contact your GM dealer/retailer to find out how long they will need to have your vehicle so that you may schedule the appointment at a time that is convenient for you.

Reprogramming qualifying under this special coverage must be performed by a GM dealer/retailer. Present this letter to your dealer/retailer as authorization to perform this service.
