When Monitored

This diagnostic runs when the PCM receives voltage on the wake-up signal from the BCM.
The BCM will send a valid wake-up signal to the PCM for any of the following reasons:
- The ignition is turned on.
- A refueling event is requested.
- The Evaporative System diagnostics need to be performed.
