Circuit Breaker Test

Slightly pull circuit breaker out of fuse block, ensuring that terminals are still in contact. Connect voltmeter ground wire to good ground. Using positive probe, check both breaker terminals for 12 volts. If only one terminal checks okay, replace circuit breaker. If neither terminal shows 12 volts, check for open or shorted circuit to circuit breaker.
