Test L: Steering Very Difficult/Very Easy

NOTE: This test is associated with DTCs 16, 17 and 18.
  1. Enter EVO diagnostics. See Entering EVO Diagnostics under EVO SYSTEM TESTING . Read and record displayed DTC(s). Each DTC must be addressed individually. If more than one DTC is present, perform test step required for each DTC. If DTC 16, 17 or 18 is not displayed, go to next step. If DTC 16, 17 or 18 is displayed, go to step 6).
  2. Read and record displayed DTC(s). Each DTC must be addressed individually. If more than one DTC is present, perform test step required for each DTC. If DTC 74 is not displayed, go to next step. If DTC 74 is displayed, go to step 22).
    NOTE: DTC 55 is only generated in drive cycle test.
  3. Cycle ignition switch to RUN and then back to OFF position. Turn scan tool on with button raised. Depress button. Read and record displayed DTC(s). Each DTC must be addressed individually. If more than one DTC is present, perform test step required for each DTC. If DTC 55 is not displayed, go to next step. If DTC 55 is displayed, go to TEST H .
  4. Read and record displayed DTC(s). Each DTC must be addressed individually. If more than one DTC is present, perform test step required for each DTC. If DTC 11 or 15 is not displayed, go to next step. If DTC 11 or 15 is displayed, go to HYDRAULIC SYSTEM PRESSURE & FLOW TEST  under TESTING.
  5. Read and record displayed DTC(s). Each DTC must be addressed individually. If more than one DTC is present, perform test step required for each DTC. If DTC(s) 11, 15, 16, 17, 18, 28, 55 or 74 is not displayed, go to next step. If DTC(s) 11, 15, 16, 17, 18, 28, 55 or 74 is displayed, see ELECTRONIC article in the SUSPENSION section for diagnostic procedures.
  6. Turn ignition switch to OFF position. Verify EVO actuator connector is properly seated. If EVO actuator connector is properly seated, go to next step. If EVO actuator connector is not properly seated, repair connection and return to step 1).
  7. Turn ignition switch to OFF position. Read and record displayed DTC(s). Each DTC must be addressed individually. If more than one DTC is present, perform test step required for each DTC. If DTC 16 is not displayed, go to next step. If DTC 16 is displayed, go to step 13).
  8. Turn ignition switch to OFF position. Read and record displayed DTC(s). Each DTC must be addressed individually. If more than one DTC is present, perform test step required for each DTC. If DTC 17 is not displayed, go to next step. If DTC 17 is displayed, go to step 10).
  9. Turn ignition switch to OFF position. Read and record displayed DTC(s). Each DTC must be addressed individually. If more than one DTC is present, perform test step required for each DTC. If DTC 18 is not displayed, go to next step. If DTC 18 is displayed, replace EVO actuator.
  10. Turn ignition switch to OFF position. On models without air suspension, disconnect EVO control module connector C214. On models with air suspension, disconnect Black EVO control module connector C215 (C251 on Town Car). On models without air suspension, measure resistance between pin No. 13 (Gray/Orange wire) and pin No. 14 (Tan/Yellow wire) of EVO control module connector C214. See Figure. On models with air suspension, measure resistance between pin No. 14 (Gray/Orange wire) and pin No. 26 (Tan/Yellow wire) of Black EVO control module C215 (C251 on Town Car). See Figure. If resistance is between 7-18 ohms, go to next step. If resistance is not between 7-18 ohms, go to step 12).
  11. Turn ignition switch to OFF position. Disconnect EVO actuator connector from power steering pump. On models without air suspension, measure resistance of Gray/Orange and Tan/Yellow wires between EVO actuator connector and EVO control module connector C214. See Figure. On models with air suspension, measure resistance in Gray/Orange and Tan/Yellow wires between EVO actuator connector and Black EVO control module connector C215 (C250 on Town Car). See Figure. If resistance is 5 ohms or less, go to next step. If resistance is more than 5 ohms, repair open in Gray/Orange and Tan/Yellow wire(s). Return to step 1).
  12. Measure resistance between EVO actuator connector pins. If resistance is not between 5-20 ohms, replace EVO actuator. Reconnect components and retest system. If resistance is between 5-20 ohms, go to step 14).
  13. Measure resistance between EVO actuator connector pins. If resistance is between 5-20 ohms, go to next step. If resistance is not between 5-20 ohms, go to step 17).
  14. Turn ignition switch to OFF position. Check EVO actuator and EVO control module connections. If connections are okay, go to next step. If connections are not properly connected, repair connections as necessary, and retest system.
  15. Disconnect all EVO control module connectors. On models without air suspension, measure resistance between pin No. 5 (Black wire) and pin No. 13 (Gray/Orange wire) of EVO control module connector C214. See Figure. On models with air suspension, measure resistance between pin No. 6 (Black wire) of Gray EVO control module connector C216 (C250 on Town Car) and pin No. 14 (Gray/Orange wire) of Black EVO control module connector C215 (C251 on Town Car). See Figure. If resistance is 1000 ohms or less, go to next step. If resistance is more than 1000 ohms, go to step 17).
  16. On models without air suspension, measure resistance between pin No. 5 (Black wire) and pin No. 13 (Gray/Orange wire) of EVO control module connector C214. On models with air suspension, measure resistance between pin No. 6 (Black wire) of Gray EVO control module connector C216 (C250 on Town Car) and pin No. 14 (Gray/Orange wire) of Black EVO control module connector C215 (C251 on Town Car). If resistance is less than 10 ohms, repair short to ground in Gray/Orange wire. Reconnect all components and retest system. If resistance is 10 ohms or more, go to step 19).
  17. On models without air suspension, measure resistance between pin No. 5 (Black wire) and pin No. 14 (Tan/Yellow wire) of EVO control module connector C214. See Figure. On models with air suspension, measure resistance between pin No. 6 (Black wire) of Gray EVO control module connector C216 (C250 on Town Car) and pin No. 26 (Tan/Yellow wire) of Black EVO control module connector C215 (C251 on Town Car). See Figure. If resistance is less than 10 ohms, repair short to ground in Tan/Yellow wire. Reconnect all components and retest system. If resistance is 10 ohms or more, go to next step.
  18. On models without air suspension, measure resistance between pin No. 5 (Black wire) and pin No. 14 (Tan/Yellow wire) of EVO control module connector C214. On models with air suspension, measure resistance between pin No. 6 (Black wire) of Gray EVO control module connector C216 (C250 on Town Car) and pin No. 26 (Tan/Yellow wire) of Black EVO control module connector C215 (C251 on Town Car). If resistance is more than 1000 ohms, go to next step. If resistance is 1000 ohms or less, go to step 20).
  19. Ensure EVO actuator connector is disconnected from power steering pump. Turn ignition switch to RUN position. On models without air suspension, measure voltage between pin No. 5 (Black wire) and pin No. 13 (Gray/Orange wire) of EVO control module connector C214, and also between pin No. 5 (Black wire) and pin No. 14 (Tan/Yellow wire) of EVO control module connector C214. On models with air suspension, measure voltage between pin No. 6 (Black wire) of Gray EVO control module connector C216 (C250 on Town Car) and pin No. 14 (Gray/Orange wire) of Black EVO control module connector C215 (C251 on Town Car), and also between pin No. 6 (Black wire) and pin No. 26 (Tan/Yellow wire) of Black EVO control module connector C216 (C250 on Town Car). If both voltages are 5 volts or less, go to next step. If either voltage is more than 5 volts, repair short to voltage in appropriate circuit(s) and return to step 1).
  20. Turn ignition switch to OFF position. Ensure EVO actuator connector is disconnected from power steering pump. On models without air suspension, measure resistance between pin No. 13 (Gray/Orange wire) and pin No. 14 (Tan/Yellow wire) of EVO control module connector C214. See Figure. On models with air suspension, measure resistance between pin No. 14 (Gray/Orange wire) and pin No. 26 (Tan/Yellow wire) of Black EVO control module connector C215 (C251 on Town Car). See Figure. If resistance is 10 ohms or more, go to next step. If resistance is less than 10 ohms, repair short between Gray/Orange and Tan/Yellow wires. Return to step 1).
  21. Turn ignition switch to OFF position. Ensure EVO actuator connector is disconnected from power steering pump. On models without air suspension, measure resistance between pin No. 13 (Gray/Orange wire) and pin No. 14 (Tan/Yellow wire) of EVO control module connector C214. On models with air suspension, measure resistance between pin No. 14 (Gray/Orange wire) and pin No. 26 (Tan/Yellow wire) of Black EVO control module connector C215 (C251 on Town Car). If resistance is 1000 ohms or less, go to step 5) in TEST H . If resistance is more than 1000 ohms, replace EVO control module. Reconnect all components and retest system.
  22. Check steering wheel rotation sensor connection (located at bottom of steering column). If connector is properly seated, go to next step. If connector is not properly seated, repair connection as necessary, and return to step 1).
  23. Turn ignition switch to OFF position. Disconnect all EVO control module connectors. Examine wiring harness and connector for damage. Ensure appropriate wires are in correct pin position at appropriate connector. See WIRING DIAGRAMS . See Figure. If wires are not damaged or crossed at appropriate connector, go to next step. If wires are damaged or crossed at appropriate connector, repair wiring or connector as necessary and return to step 1).
    NOTE: Resistance values will vary between meters used. Needle on all meters should swing from low to high resistance and back approximately every 9 degrees of steering wheel rotation.
  24. Start engine. Set DVOM to 1K scale. On models without air suspension, while rotating steering wheel slowly, measure resistance between pin No. 1 (Red wire) and pin No. 5 (Black wire) of EVO control module connector C214, and also between pin No. 6 (Brown wire) and pin No. 5 (Black wire) of EVO control module connector C214. See Figure. On models with air suspension, while rotating steering wheel slowly, measure resistance between pin No. 18 (Red wire) and pin No. 6 (Black wire) of Gray EVO control module connector C216 (C250 on Town Car), and also between pin No. 19 (Brown wire) and pin No. 5 (Black wire) of Gray EVO control module connector C216 (C250 on Town Car). See Figure. If meter needle does not swing for both circuits, go to next step. If meter needle swings for both circuits, turn engine off. Replace EVO control module. Reconnect all components and retest system.
  25. Turn ignition switch to OFF position. Disconnect all EVO control module connectors. Disconnect steering wheel rotation sensor connector (located at bottom of steering column). Examine wiring harness and connector for damage. On Crown Victoria and Grand Marquis, measure resistance in Red, Brown and Yellow/Black wires between steering wheel rotation sensor connector and EVO control module connector C214 (Gray EVO control module connector C216 with air suspension). On Town Car, measure resistance in Red and Brown wires between steering wheel rotation sensor connector and Gray EVO control module connector C250. Measure resistance in Black wire between ground and steering wheel rotation sensor connector. If resistances are 5 ohms or less, go to next step. If resistances are more than 5 ohms, repair open in appropriate circuit(s). Return to step 1).
  26. Turn ignition switch to OFF position. Ensure steering wheel rotation sensor is disconnected. On models without air suspension, measure resistance between pins No. 1 (Red wire) and No. 6 (Brown wire), pins No. 1 (Red wire) and No. 12 (Yellow/Black wire), and also between pins No. 6 (Brown wire) and No. 12 (Yellow/Black wire) of EVO control module connector C214. On models with air suspension, measure resistance between pins No. 18 (Red wire) and No. 19 (Brown wire), pins No. 19 (Brown wire) and No. 6 (Black wire), and also between pins No. 18 (Red wire) and No. 6 (Black wire) of Gray EVO control module connector C216 (C250 on Town Car). If resistances are 1000 ohms or less, go to next step. If resistances are more than 1000 ohms, go to step 28).
  27. Turn ignition switch to OFF position. Ensure steering wheel rotation sensor is disconnected. On models without air suspension, measure resistance between pins No. 1 (Red wire) and No. 6 (Brown wire), pins No. 1 (Red wire) and No. 12 (Yellow/Black wire), and also between pins No. 6 (Brown wire) and No. 12 (Yellow/Black wire) of EVO control module connector C214. See Figure. On models with air suspension, measure resistance between pins No. 18 (Red wire) and No. 19 (Brown wire), pins No. 19 (Brown wire) and No. 6 (Black wire), and also between pins No. 18 (Red wire) and No. 6 (Black wire) of Gray EVO control module connector C216 (C250 on Town Car). See Figure. If resistances are 10 ohms or more, go to next step. If resistances are less than 10 ohms, repair short to ground in appropriate circuit(s). Return to step 1).
  28. Turn ignition switch to RUN position. On Crown Victoria and Grand Marquis, measure voltage between Purple/Orange and Yellow/Black wires at steering wheel rotation sensor connector. On Town Car, measure voltage between Light Blue/Pink and Black wires at steering wheel rotation sensor connector. If 12 volts are present, replace steering wheel rotation sensor. Reconnect all components and retest system. If 12 volts are not present, repair open in appropriate circuit. Replace fuse if necessary and return to step 1).
