Test A: Scan Tool Does Not Power Up: Testing

  1. Inspect Orange wire for an open or short to ground between ground and Data Link Connector (DLC) terminal No. 16. DLC is located below left side of instrument cluster, to right of steering column. See Figure. If an open or short to ground is not found, go to next step. If an open or short to ground is found, repair as necessary then perform INSTRUMENT PANEL CLUSTER DIAGNOSTIC SYSTEM CHECK  under SELF-DIAGNOSTIC SYSTEM.
  2. Inspect Black wire for an open between ground and DLC connector terminal No. 4. If an open is not found, go to next step. If an open is found, repair as necessary then perform INSTRUMENT PANEL CLUSTER DIAGNOSTIC SYSTEM CHECK  under SELF-DIAGNOSTIC SYSTEM.
  3. Inspect DLC terminals No. 4 and 16 for poor connections. See Figure. If poor connections are not found, go to next step. If poor connections are found, repair as necessary then perform INSTRUMENT PANEL CLUSTER DIAGNOSTIC SYSTEM CHECK  under SELF-DIAGNOSTIC SYSTEM.
  4. Verify if scan tool is malfunctioning, then perform INSTRUMENT PANEL CLUSTER DIAGNOSTIC SYSTEM CHECK  under SELF-DIAGNOSTIC SYSTEM.
